Great relief possibilities for Jews residing in Soviet Russia are seen here as a result of a new decree issued by the Soviet Government today permitting the import of old clothes parcels from relatives abroad, subject only to the payment of duty.

The “Torgpredstwo” organizations abroad, have been instructed to supervise the sending of three parcels into Soviet Russia.

The instructions contain no mention of the United States where there is no “Torgpredstwo,” but where the Amtorg performs a similar function.
