James Marshall, chairman of the Republican Advisory Committee of New York County has issued a call to Republican leaders in the State Legislature to unite to support legislation for charter revision.

Mr. Marshall declared in his communication:

“Our study of the New York City government and the revelations of the legislative and other investigations show that the government of the city has to a large extent been in the hands of an incapable personnel and that the capable officials have been compelled by our form of government to be more responsive to political organizations than to the voters.

“We are convinced that charter revision is essential so that the highest type of citizen can be put into office and the voters enabled to participate more directly in the city’s affairs.”
