Arab leaders have refused to meet Sir Philip Cunliffe-Lister, Under-secretary of State for the Colonies, who is on a visit here. Their refusal was due to the policy of non-cooperation which has recently been proclaimed by the Arab Executive which insists that the Government should prohibit the sale of land to the Jews and further immigration of Jews.

Dr. Chaim Arlosoroff, Chairman of the Palestine Executive of the Jewish Agency, conferred yesterday with Sir Philip. In the company of Dr. Arlosoroff Sir Philip today will visit the all Jewish town of Tel-Aviv and the Jewish colony, Rishon le Zion. Sir Philip will be the guest of honor at a reception given this afternoon by Meyer Dizengoff, Mayor of Tel Aviv.
