The American Civil Liberties Union, in a memorial signed by leading educators, lawyers and clergymen, asks President Roosevelt to revise the existing immigration restrictions to admit religious and political refugees, particularly those from Germany.

The memorial urges that changes be made to meet the nation’s “tradition of asylum for refugees escaping from foreign countries.” The Union states that the number of such refugees would be small.
