James G. McDonald, chairman of the Foreign Policy Association, announced yesterday that he has accepted the League of Nation’s appointment as High Commissioner, for organization of relief on an international basis, of an autonomous body for refugees from Germany. Mr. McDonald will sail for Geneva in a few days.
