Palestine remained quiet today under proclamation by Sir Arthur Grenfell Wauchope, the High Commissioner, of the Palestine Order in Council of 1931, vesting in him virtual dictatorial and military power, and under a rigid censorship of the press aimed to prevent publication of inciting inflammatory material.
Under the terms of the Order in Council, the High Commissioner has the widest powers to secure public safety by arresting and deporting offenders against the public peace and also to set up court-martials to try offenders.
Although tension is still high everywhere in Palestine, the day passed off quietly. Sporadic rifle fire was heard in Jerusalem last night where snipers fired on troops stationed on the roofs of government buildings. The troops did not return the fire.
The Old City is being patrolled by troops and shots were heard there. Patrols in the Old City find their work extremely difficult because of the narrowness of the streets.
