James G. McDonald, newly-appointed High Commissioner for German refugees, and former chairman of the American Foreign Policy Association, will arrive in Geneva on November 11, and will immediately take up the work for German refugees after consulting with the secretariat of the League of Nations and the Jewish representatives appointed by the London conference for the relief of German Jews, it was learned today. Dr. Chaim Weizmann, former leader of the World Zionist Organization and Norman Bentwich, former attorney-general of Palestine, will represent the Jewish organizations at Geneva.
Mr. McDonald proposes to convene without delay, the autonomous governing body for German refugees, appointed by the League, and to submit to the governing body his own recommendations and the proposals of private relief organizations.
The autonomous governing body will decide for itself the number of private organizations to be invited to participate in the governing body and also the number of Jewish representatives, about which there has been some controversy. Jewish organizations have requested a larger representation than has been apportioned them in the tentative plans of the governing body for refugees.
