Jewish persecution in Germany under the Hitler regime is far worse than violence—it consists of legal disabilities. If the laws making this possible persist, the German nation will deterioriate.
This was the conclusion voiced by General David P. Barrows, former president of the University of California, in an address before members of the Commonwealth Club. He returned here recently after spending five months as exchange professor in Berlin.
