Samuel S. Fels, philanthropist of this city, yesterday was the recipient of praise from Hugh S. Johnson, NRA administrator. The tribute was occasioned by Fels announcement that effective this week the 500 employes of his soap company would receive five and a half days’ pay for five days’ work each week.
