The committee of experts attached to the League of Nations German refugee body, met in London yesterday for a full survey of the situation, High Commissioner James G. McDonald informed the press today.

The experts found, the High Commissioner said, that 4,500 of the refugees are fitted for immediate emigration. Their transfer overseas with maintenance until they are absorbed in the economic life of the countries to which they are going will come to fifty pounds per individual or a total of £22,500. This sum would enable the refugee commission to liquidate the bulk of the present refugee problem, High Commissioner McDonald declared.

The committee urged the organization of banks of commerce and industry in the countries to which the refugees are going in order to further the work of refugee rehabilitation.

The High Commissioner was instructed to obtain the large capital funds needed, for which public contributions are necessary, beside the main burden, which will fall on private organizations.
