The Palestine government intends to carry out its plans for the formation of a legislative council in Palestine as soon as High Commissioner Sir Arthur Grenfell Wauchope returns here from leave, the Jewish Telegraphic Agency learned from reliable sources today.

The High Commissioner, it was said, has been discussing the council with prominent Arab and Jewish leaders, who were informed by him that Great Britain was definitely committed to carry out the scheme. He informed the leaders with whom he conferred that if the population of Palestine would boycott the elections for the council the administration would appoint the members.

Jewish Palestine has vigorously opposed the creation of a legislative council on the ground that it would vitiate the mandate and would give the combined British and Arab members of the council a majority over the Jews.
