A general scheme of relief for declassed Russian Jews was revealed by M. A### Kaizer, general secretary of the Jewish Relief Organizations, returning from a tour of Russia.
The plan includes opening of training centers for those who can be taught a useful trade, creation of emigration opportunities for the declassed who cannot adapt them-selves to the industrial conditions and have no means of livelihood in Russia, and the organization of a service of permanent monthly subsidies in the form of food parcels for the aged and ailing who cannot be otherwise assisted.
Mr. Kaizer said he came to a satisfactory agreement with the Soviet authorities for carrying out this relief scheme.
