Dr. Zegelnitsky in his statement to the J.T.A., emphasized that Biro-Bidjan has great possibilities but that Jewish colonization there can be successful only if roads are built. The Jewish settlements there are to be protected from possible floods, he declared.

Dr. Zegelnitsky came to the conclusion that the participation of foreign Jewish organizations in the Jewish colonization of Biro-Bidjan would greatly assist the development of the entire region, which is to be proclaimed an autonomous Jewish republic.
