Differences of opinion on foreign trade policies between Secretary of State Hull and George N. Peek, head of the government’s Import-Export Bank, has for the time being bogged down final negotiations to complete the cotton barter agreement with Germany.
Secretary of State Hull is known to be opposed to barter arrangements as a means of stimulating this country’s export trade. Peek, on the other hand, favors such a policy and has been largely responsible for progress made to date with representatives of German textile interests anxious to exchange German goods for American cotton.
