The Legislative Council is required to improve the state of the country, the former mayor of this city, Ragheb Bey Nashtshibi, stated in an interview which appears in Al Jamia Al Islamia, Arabic daily.
In answer to a question as to why he promised in 1922 to accept the council, which the government proposed contrary to the feelings of a large section of the inhabitants of Palestine, Ragheb Bey said:
“I thought that the loss of this opportunity would be to the disadvantage of the Arabs. The advice which was continually in my mouth in those days was: “Take what you can get and continue striving”
“Is there a posibility that the government will set up the Legislative Council?” asked the interviewer.
“The High Commissioner has stated many times, both in Geneva and here, that it is his intention to set up a Legislative Council and I think that the High Commissioner feels that it is a real necessity.
“The members of the National Defense Party, with which I am working, also feel the necessity of this institution, and it is one of their many aims, in their attempts to improve the state of the country.”
