Are Sephardic Jews and Jews who were born in Palestine considered Europeans?

This question came up in the British Parliament today for an answer when the Indian Government Bill was discussed. A debate developed in connection with this bill, on whether Jews in India who were not born in Europe, should vote as Europeans or as natives.

The broadest possible interpretation as to the status of the Jews was demanded by Col. Wedgwood. The Laborite member contended that Sephardic Jews as well as Jews who were born in Palestine should be entitled to vote in India with the Europeans.
