The Jewish Telegraphic Agency was informed today that Sir Arthur Wauchope, the High Commissioner of Palestine, will proceed to London about the middle of August in connection with his project to establish a Legislative Council in Palestine.

The regulations governing the elections of Chief Rabbis and the Rabbinical Council of the Palestine Jewish Community were made public here as approved by the government.

These regulations provide for a Council of five-year duration. The election procedure places power in the hands of the lay and religious representatives in the proportion of twenty-eight laymen to forty-two rabbis. An election committee will be formed of four appointees of the existing Rabbinical Council, and four appointees of the Vaad Leumi.
