James J. McDonald, League of Nations High Commissioner for Refugees, left here today for Moscow to discuss the refugee situation with Soviet authorities.
Mr. McDonald came here from Lucerne where he addressed the World Zionist Congress and lauded the Zionists for their work in settling German-Jewish refugees in Palestine.
