Leading Arab and Jewish circles today that High Commissioner Sir Arthur Grenfell Wauchope will proclaim a representative legislative council for Palestine shortly after his return from London Wednesday.
Sir Arthur is expected to announce Friday the establishment of a council consisting of four Jews, six Moslems, two Palestinian Christians and ten Britons, with the High Commissioner presiding and exercising veto power over actions of the council.
The Arab press reported yesterday that immediately after his return Sir Arthur will invite Arab leaders to a conference and afterwards proclaim the council.
A contradictory report appeared in Doar Hayom, Hebrew daily, which said the British colonial office and Sir Arthur had agreed to defer the council project until a more suitable time. Meanwhile, Doar Hayom reported, a project had been worked out in London for extensive industrial and agricultural development in Palestine.
The council proposal has evoked the practically unanimous opposition of Palestine Jewry and Zionists the world over. The last World Zionist Congress at Lucerne, Switzerland, in September adopted a resolution of vigorous opposition to the council on the ground that it would tend to crystallize the minority status of the Jews in Palestine.
