High Commissioner Sir Arthur Grenfell Wauchope, who has been in England for several months conferring with the Colonial Office on Palestine problems, arrived here today by airplane.

His first public appearance will be at a concert tonight by Mischa Elman, renowned American-Jewish violinist who is making a concert tour of the world.

The half-day strike called by the Arab Youth Organization in connection with Wauchope’s return and to dramatize protests against alleged gun-running by Jews caused very little stir in Jerusalem. It was only partially effective in Jaffa and Nablus.

Wauchope’s return is hailed in the Hebrew press which at the same time voices the hope that his return will not be the occasion for the launching of the long-projected but often deferred Legislative Council to which all sections of the Jewish Community is strongly opposed.
