An unconfirmed report said today that the Government had given permission for the erection of a break-water at the all-Jewish city of Tel Aviv as the nucleus for a harbor independent of the neighboring port of Jaffa.

As a result of the strike at predominantly-Arab Jaffa, shipping has been tied up and Jewish importers have decided not to use the Jaffa harbor, but to route their goods via Haifa until a Tel Aviv port is built.
