COPIES OF A 17-PAGE MEMORANDUM OUTLINING THE GROUNDS FOR ARAB OPPOSITION TO PARTITION WERE FORWARDED TODAY TO HIGH COMMISSIONER WAUCHOPE, COLONIAL SECRETARY WILLIAM ORMSBY-GORE, AND THE SECRETARIAT OF THE LEAGUE OF NATIONS, THE HAVAS NEWS AGENCY REPORTED.

THE MEMORANDUM WAS ISSUED BY THE ARAB NATIONAL DEFENSE PARTY, LED BY RAGHEB BEY NASHASHIBI.

IT DEMANDED REPLACEMENT OF THE PARTITION PROPOSAL BY A PLAN TO ESTABLISH AN INDEPENDENT ARAB STATE IN WHICH MINORITIES WOULD BE GUARANTEED PROTECTION, PROVIDED THE PRESENT RATIO OF JEWS AND ARABS IN THE POPULATION IS CONTINUED WITHOUT CHANGE.
