A new plan for temporary settlement of the Rumanian Jewish issue at Geneva has been submitted to Foreign Minister Istrate Micescu, it was learned today. Advanced by the British and French delegations, it provides that the issue will not be raised at the current session of the Council if the Rumanian Government gives verbal assurances that it will not enforce any of the anti-Jewish decrees until after the new elections in March.
It was understood that M. Micescu was consulting the Rumanian Cabinet by telephone and would communicate its decision today. He himself was believed favorably disposed toward such a compromise.
The World Jewish Congress delegation left Geneva today and the others will leave tomorrow, convinced that their petitions for League intervention in Rumania will be dealt with in the ordinary way rather than under the desired “urgency procedure.”
The League Secretariat yesterday accepted petitions from Jewish organizations charging that Rumania has violated the 1919 Minorities Treaty. Petitions of the Alliance Israelite Universelle, world Jewish Congress and the Joint Foreign Committee of the Board of Deputies of British Jews and Anglo-Jewish Association were accepted without question, but a petition of the French Committee for Defence of Jewish Rights was at first refused on the ground that a number of paragraphs could be construed as insulting to Rumania. After protracted negotiations it was agreed to eliminate one page of the petition.
