Proposals for relaxing restrictions by various nations on German refugees living in their borders were made today at the opening session of an intergovernmental conference called to draft a convention fixing the legal status of refugees.
Prof. Norman Bentwich, of London, and M. Seruffi, of Paris, on behalf of the Liaison Committee of the League of Nations High Commission for Refugees, demanded that employment rights be granted to all refugees and that an appeals court be formed to pass on any deportation order against a refugee. They also suggested that “stateless” persons be included in the category of refugees.
The conference was opened by Sir Neill Malcolm, High Commissioner for German Refugees in the presence of representatives and experts from fourteen countries, including the United States and Cuba. M. Loudon of the Netherlands was elected president and M. Brouckere of Belgium, vice-president.
