European instructors have been engaged by Arab bands to instruct them in military and terrorist activities, it was reported today by the Hebrew daily, Haaretz. According to the newspaper, the terrorists have divided Palestine into six districts for more efficient conduct of the campaign against the Government and the Jews. A special tribune has been established to ensure execution of orders.
