It is learned here that the Rumanian authorities are refusing to issue visas, even for transit, to “non-Aryans” holding german and Austrian passports, even when the passports permit the holders to return to the Reich. A confidential circular sent by the Rumanian Foreign Ministry to all consulates specifies that they must obtain from visa applicants certificates of “Aryanism” endorsed by the german consul in the cities where the applications are made.
