Premier Mohammed Mahmoud Pasha today turned down a request by a Palestine Arab delegation headed by the exiled Auni Bey Abdul Hadi that the Egyptian Government be officially represented at the Pan-Arab Congress scheduled to open in Cairo on Oct. 7.
