Large-scale settlement of refugees in undeveloped and uninhabited districts was advocated by Sir Arthur Salter, the economist, speaking under the auspices of the Freeland League for Jewish Territorial Colonization. Since there is a possibility that 3,000,000 refugees will have to be dealt with in the next 15 years, infiltration and ordinary colonial immigration is utterly inadequate, Sir Arthur said.

It is necessary, the economist declared, for governments officially to back large scale schemes in undeveloped and uninhabited areas. If the governments take the responsibility for this, it is conceivable that great and prosperous communities can be built “with the industry and skill magnificently exhibited in Palestine,” he added.
