Representative Sol Bloom (Dem., N.Y.) became chairman of the House Foreign Relations Committee today upon the death of Representative Sam D. McReynolds (Dem., Tenn.). Mr. Bloom has been acting chairman of the committee since Mr. McReynolds was taken ill, having been in charge of the neutrality legislation. He is a veteran of 16 years’ service in the House.
