A formal contract between the Dominican Republic and the American-organized Dominican Settlement Corporation, which is financing colonization of German refugees, will be signed at Ciudad Trujillo on Jan. 15, it was learned today.

The ceremonies will be attended by Paul van Zeeland, president of the Coordinating Foundation for refugees; Robert Pell, State Department expert on refugees, representing the United States Government, and Stephen Morris, secretary of the Intergovernmental Committee on Refugees.

Signing for the Dominican Republic will be ex-President Rafael L. Trujillo, commander of the Dominican Army. The Americans attending the ceremonies will sail from New York on Jan. 11.

Quick signing of the formal contract and swift action in beginning the settlement of refugees from Germany were believed to have been spurred by the influx of Spanish refugees from France into the Dominican Republic.
