Former Premier Paul van Zeeland of Belgium arrived here today to preside at a meeting of the Coordinating Foundation for Refugees, of which he is the president, to be held over the weekend.
Morris C. Troper, chairman of the European council of the J.D.C., has also arrived and is conferring with Jewish leaders and various refugee agencies.
