A new labor ordinance similar to the one in England, aiming to prevent interruption and disturbances of industry especially of those connected with war efforts, will soon be promulgated by the Palestine government under the Emergency Law, it was announced here today.
The ordinance as drafted prohibits strikes and lockouts in Palestine except in cases where the Palestine government decides not to intervene. Offenders will be punished in the case of lockouts by a maximum of £500 or three months imprisonment or both. Strikers will similarly be subjected to severe penalties.
Labor disputes in which the Palestine government will decide to intervene are to be adjusted by an arbitration committee, consisting of three members, including the chairman, appointed by the High Commissioner. In addition, employers and employees are each to be represented by one or two members on the committee. The decision of the Arbitration Committee is to be enforced without any appeal.
