The Visa Division of the State Department is now informing American citizens who have relatives in countries where American consular offices are no longer functioning, that no action can be taken on their applications for bringing over their relatives to the United States.
“In the event that the alien in whom you are interested proceeds to a territory in which he may appear at an American consulate, you should notify the Department immediately in order that appropriate advice may be given regarding your further procedure”, A. M. Warren, Chief of the Visa Division is advising American relatives. They are also advised that in the event they have definite grounds for believing that their relatives in Europe have reasonable expectations of being able to proceed at an early date to a district where American consular services are available, the facts in this connection must be communicated for consideration of the State Department.
