Formation of a governmental Refugee Administration, directly responsible to the President or a Cabinet officer, and empowered to prepare emergency legislation extending immigration facilities to victims of Nazi persecution, is called for in a pamphlet published today by the American Committee to Save Refugees.
Such an agency, endowed with adequate funds and legal power, could treat the questions of asylum, settlement and rehabilitation, it is suggested by Lloyd Frankenburg, author of the pamphlet.
Meanwhile, the Committee to Save Refugees has opened a campaign for relaxation of the State Department regulations which bar emigres with kin in the fascist-dominated countries. Prof. Walter Rautenstrauch, chairman of the Committee and professor at the Columbia University School of Engineering, issued a statement saying:
“While the tensity of the present world situation makes special precautions desirable it is imperative that in defending democracy, we keep intact those principles that have traditionally made America an asylum for the oppressed, a beacon for those who fought for freedom.”
