Arthur G. Klein, Democrat, was elected yesterday to succeed the late Congressmen M. Michael Edelstein, who died in the halls of Congress on June 4, after having delivered on impassioned address in answer to anti-Semitic utterances by Congressmen Rankin from Mississippi. Mr. Klein was a former counsel in the New York office of the Securities Exchange Commission.
