The Visa Division of the Department of State today informed the Washington office of the Hebrew Sheltering and Immigrant Aid Society that a blanket instruction was issued to the American Consuls in unoccupied France, Morocco, Spain, Portugal, Japan, Sweden, Shanghai and Trinidad authorising them to issue, in proper cases, visas to aliens who received visas before July 1st, 1941, and which had since expired because of lack of transportation.
In cases where these prospective immigrants are in possession of transportation facilities, no application forms need be filed with the Department of State. The decision rests with the respective Consuls who have been authorised to renew the visas without specific approval by the Department of State. This ruling applies only to such cases in which immediate definite booking has been made and in which the prospective immigrants are otherwise admissible to the satisfaction of the American Consul. It was emphasized that this ruling does not apply to such cases in which the visas had expired before July 1, 1941.
