An indication that the Laval Government at Vichy is preparing to surrender all German refugees in its North African colonies to the Nazi authorities, is contained in an official degree appearing in La Presse Marocaine, published in Morocco, which reached here today.

The Vichy order asks all refugees from Germany to register at the German consulates in Algiers and Casablanca for repatriation before July 31. The report does not state what consequences will follow if the refugees fail to register. It is assumed here that the registration is intended to separate pro-Nazi Germans who are in the French colonies for business or other reasons from anti-Nazis who fled to escape the Hitler regime.

Last week it was reported that a special Nazi recruiting office has been opened in Spain, and that the Franco Government was turning over all refugees, both Jewish and non-Jewish, to the Nazi officials for use as slave labor in Germany or the occupied sections of Europe.
