The American Jewish Conference today charged the Palestine Administration with “hoarding” immigration certificates for Palestine, thus virtually terminating Jewish immigration into that country.

The charge was made in a memorandum submitted to Lord Halifax, British Ambassador in Washington, which stated that while there are still about 14,000 unused certificates available under the terms of the White Paper, the Palestine Government has ruled that it will reserve these remaining certificates, with very few exceptions, exclusively for Jews in Axis-occupied territories, thus denying them to Jews in liberated countries, he memorandum urged that the Palestine certificates be made available for Jews wherever they are.
