A memorandum asking that reparations for victimized nationals of Axis countries be included by the Economic-Social Council of the new world organization in the Bill of Human Rights was submitted to the delegates of the United Nations Conference at San Francisco, it was announced here today by Dr. Bruno Neil, president of the Axis Victims League, in whose name the memorandum was presented.

“The non-Axis nationals are protected by the established theory of international law, and represented by their respective governments, but anti-Nazis and anti-Fasciats of German origin, or originating from other Axis countries also deserve your interest,” the memorandum says. It demands that Axis assets in the United States in the hands of the Custodian of Enemy Property, amounting to a gross value of 445 million dollars, and blocked assets worth $8,500,000,000 be used for partial reparation to refugees.
