All communities residing rithin such a state, it said, will enjoy full autonomy in managing their religious, educational, cultural and municipal institutions.

The Arab language and schools will enjoy the protection of the state, and loal administration will be established in all towns and villages, the resolution adted, and an equal standard of living for all residents will be sought. Another resolution pledged that the Jewish state will cooperate with its Arab neighbors for their actual benefit and for the development of the entire Middle East.

Their proposal received six votes. The Jewish Agency resolution was then amended to read that “the Actions Committee acknowledges the action of the representatives” at San Francisco.
