U.N. Refugee Body Opposes Interim Relief Measures by Intergovernmental Committee

The final session of the United Nations Committee on Refugees and Displaced Persons yesterday defeated a motion by Chairman Sir Hector McNeil, British Under-Secretary for Foreign Affairs, that the Intergovernmental Refugee Committee be authorized to undertake interim measures on behalf of refugees and DP’s pending the establishment of a new international body by the U.N. Social and Economic Council.

McNeil’s proposal was supported by the American and French delegates, but was strongly opposed by Soviet delegate Natov. The Russian representative said that his government planned to re-introduce several of the controversial questions which were bypassed by the committee, when the Social and Economic Council meets in September. The meeting adopted a resolution drawing the attention of the Council to the urgency of the refugee problem.

George Warren, the American delegate, said that the U.S. Government supported the committee’s final report, which included a section analyzing the memorandums submitted by various Jewish organizations. It said that they revealed a “considerable degree of unanimity” concerning the need for the permanent resettlement of Jewish refugees and DP’s, mainly in Palestine, and suggestions for alleviating the present plight of the refugees.
