The Palestine Government officially declared today that the Jewish National Council appeared to have exceeded its authority in raising funds for “illegal immigration” into Palestine.

A letter from Acting Chief Secretary John Scott also deplored the decision of the Council to withdraw Jewish representatives from government bodies, stating that it was for the government to decide which agencies should or should not be affected by decisions of the Council.

Scott characterized the Council’s attitude as “abandonment of responsibility” and said it would not facilitate settlement of legitimate Jewish claims, but encourage elements which, by crimes and illegal acts, were impeding a settlement.

Chief Secretary H.L. Gurney, who is to relieve Scott, arrived here today. He succeeds Sir John V.W. Shaw.
