With the assassination yesterday by Arab terrorists of Sheikh Mohammed Zeinati, the number of Arabs killed in the past month for selling land to Jews rose to four.

Zeinati, who was an unofficial ambassador in Palestine of King Abdullah of Transjordan, was shot down in Haifa by unknown assailants. Zeinati, like Darwish Husseini, who was the first victim of the new wave of terror, was an advocate of Arab-Jewish friendship.

An indication that the Palestine Government is considering its own plan to solve the impasse resulting from the failure of Arabs and Jews to agree on a blueprint for the administrative machinery of Jerusalem was seen today. Announcing its refusal to approve projects for development of the Jewish suburbs of Jerusalem, the government said that it could not approve any new development schemes until it has adopted a plan for governing the city.
