A detailed survey on the possibilities of emigration of displaced persons to overseas lands was presented today by Sir Herbert Emerson, director of the Intergovernmental Committee on Refugees, to the preparatory commission of the U.N. International Refugee Organization now in session here.
Sir Herbert carefully avoided mentioning Palestine in his report. He said that Australia has agreed to admit 6,000 and that a Brazilian mission now surveying Austria found the DP’s there “of high quality material.” Latin-American countries, he said, want skilled labor, but Argentina will give preference to Italians and Spaniards. He stressed the difficulties in arranging shipping facilities.
Praising the activities of the Joint Distribution Committee among the displaced Jews in Europe, he expressed the hope that the re-settlement of displaced persons in Western European countries will decrease the number of those seeking emigration overseas. Jewish circles here expressed astonishment at the fact that Sir Herbert ignored mention of Palestine as a country of re-settlement for displaced Jews.
