The Preparatory Commission of the International Refugee Organization today wired a request for $250,000 to U.N. Secretary-General Trygve Lio in order to carry out decisions reached at the Commission’s first session. The telegram pointed out that without the funds the I.R.O. could not be established.

It was predicted here today that Arthur J. Altmayer, former head of the Social Security Adminstration, will be elected executive secretary of the projected I.R.O.
