In a cable yesterday to Pandit Jawaharlal Nehru, vice-president of the interim government of India, Congressman Emanuel Celler, Democrat of New York, sharply criticized Sir Abdur Rahman, India’s delegate to the United Nations Palestine Committee, for “not maintaining the neutral manner necessary to the conduct of the investigation.” The Indian delegate, Celler charged, “has revealed his prejudice against an hostility almost to the point of insult to the Jewish point of view.”
