Dr. Joseph Schwartz, European director of the Joint Distribution Committee, today arrived here by plane to confer with the government concerning several problems facing the Rumanian section of the J.D.C. and to help plan for the winter relief program.

One of the problems faced by the local branch is a high duty on relief shipments which it has been unable to pay and which has resulted in the accumulation of ## stocks in government warehouses.
