A reception in honor of Mayor Israel Rokach of Tel Aviv will be held tomorrow at City Hall, it was annouced here. Judge Morris Rothenberg, president of the Jewish National Fund, and Abraham Harzfeld, Palestine labor leader who accompanied Rokach, will also participate in the ceremonies. Rokach and his party arrived by air today at Philadelphia.
