Dr. Joseph J. Schwartz, chairman of the European Executive Council of the Joint Distribution Committee, arrived from Paris today for consultations with J.D.C. officials here. Dr. Schwartz, who directs the agency’s Rations in Europe, recently completed a tour of the East European countries.
