Gideon Ruffer, senior officer of the Israeli foreign Ministry, who has just arrived in the United States, told a press conference here that a mass exodus of Arabs to the Negev and to Transjordan had greatly reduced the number of Arabs in the Jewish state. Attributing their panicky flight to Arab propaganda, he said that the Israel Government was according good treatment to Arab war prisoners.

Meanwhile, the Israeli Government today confirmed the appointment of Major Aubrey S. Eban as its representative at Lake Success. Technically, however, he is still sitting in on Security Council sessions as the Jewish Agency’s representative.
